Understanding MASA: the Medical Air Services Association membership, explained

Transport-protection memberships occupy an unfamiliar corner of the benefits world. Here is how MASA — the Medical Air Services Association membership XactInsure presents at free local seminars — is structured, so you can judge it on the terms, not the sales script.
The basic structure
You pay an annual membership fee. In exchange, the program commits (per the member agreement) to cover emergency medical transport costs — most commonly air ambulance and emergency ground ambulance — to an appropriate facility. Tiers and details vary; the seminar and the one-on-one review lay out exactly what the current agreement covers.
What is typically covered
- Emergency air ambulance to the nearest appropriate facility
- Emergency ground ambulance where air is not practical
- Some agreements: inter-facility transfers when medically required
What is not covered
- Non-emergent transport scheduled at your convenience
- Transports deemed medically unnecessary
- Hospital, physician, and prescription costs (never covered — this is not health insurance)
The three questions to ask
(1) Who pays the bill — the program or you-then-reimbursement? (2) What documentation triggers payment, and how fast? (3) How does it stack with Medicare — does it pay only after Medicare, or the balance Medicare leaves? We answer all three in writing at the seminar, and you keep the material.
